The Global Action on Cybercrime Extended (GLACY+) project is a joint initiative of the European Union and Council of Europe to strengthen the cyber capacity of 12 priority countries in Africa, Asia-Pacific, and Latin America and the Caribbean. It builds upon the outcomes of the first GLACY project which concluded in 2016.
The five-year (2017-2021) project is jointly implemented by the Council of Europe, which focuses on policies, legislation and prosecution; and INTERPOL, which focuses on the law enforcement aspects. Through the project, the participating countries will become catalysts for operational cooperation, strengthening the global fight against cybercrime.
Our role is to strengthen the capacities and operational skills of police in the participating countries to investigate cybercrime and engage in international police cooperation, through the following activities:
- Assisting countries to set up cybercrime and/or digital forensics units to investigate and process electronic evidence;
- Training for law enforcement on technical topics, ‘train-the-trainer’ courses and the development of national cybercrime training strategies;
- Enhancing cooperation on cybercrime and electronic evidence through joint exercises and workshops, and participation in INTERPOL’s regional working group meetings.
In the first three years, we delivered 27 training sessions for some 600 participants. Advisory meetings were held in priority countries in order to better assist in developing cybercrime units, or cybercrime training strategies for national police training institutions. The project also supported wider INTERPOL events including the INTERPOL-Europol Cybercrime Conference and INTERPOL Regional Cybercrime Working Group meetings.
