The Situation
Synthetic media refers to media content, such as images, videos, audio, or text, that has been totally or partially generated or manipulated using AI algorithms. Advancements in synthetic media technology have introduced new and complex challenges for law enforcement as criminal actors exploit this technology to conduct sophisticated, cross-border crimes, frequently outpacing existing detection and response mechanisms. As a significant proportion of online information is expected to be AI-generated in the coming years, and as generative AI tools lower the technical barriers to producing malicious content, this technology represents an evolving and growing threat.
Project Summary
As a hub for global dialogue on emerging technologies, the INTERPOL Innovation Centre launched Project SynthWave in March 2025 to support countries in the Southeast Asian region in addressing synthetic media threats. Building on that foundation, INTERPOL has established Project SynthWave PLUS to provide practical solutions that enable these countries to strengthen their capabilities in addressing and combating synthetic media-enabled threats.
Project SynthWave PLUS aims to deliver multifaceted support to law enforcement on synthetic media technology. This will include advancing cutting-edge research efforts into synthetic media threats and potential solutions from a global perspective, raising awareness around synthetic media technology and response strategies, and offering targeted learning opportunities to law enforcement.
The project will also foster regional and global collaboration by establishing a network of experts from participating countries and hosting a multisectoral forum to facilitate the exchange of best practices and promote information sharing.
Project Activities
• Conduct global research on synthetic media threats and their implications for law enforcement;
• Raise awareness on and promote enhanced understanding of synthetic media technology and associated threats;
• Provide targeted learning and expertise development opportunities to aid law enforcement in tracking,
assessing, and countering synthetic media content;
• Strengthen cross-sector collaboration among law enforcement, industry and academia to facilitate knowledge sharing on synthetic media and the exchange of best practices.
