PHASE 1 ACHIEVEMENTS 

Published the Asia Pacific (ASP) Cyber Threat Assessment Report 2024

This report provided member countries with up-to-date insights on regional threats and key trends to guide strategic decisions and resource planning. It helped shape operational priorities and identify key partners for cybercrime prevention and detection. For example, it highlighted the rise of infostealers in the region, leading to the launch of Operation SECURE.

 

Published the ASP Regional Joint Operations Framework

This framework supports intra-regional joint operations against cybercrime by defining governance policies, roles, procedures, information-sharing channels, and required capabilities. It outlines how multi-stakeholder efforts can be planned, coordinated and communicated to ensure timely information exchange. The framework will be updated, as needed, ensuring it is relevant and adaptable to combat evolving cyber threats.

 

Developed Cyber Activity Reports and Quarterly Advisories for member countries

Cyber Activity Reports were produced in partnership with INTERPOL’s Cyber Threat Intelligence team to alert ASP member countries about key cybercriminal activities and share intelligence supporting regional investigations and disruption efforts. These reports help countries prioritize and strategize their cybercrime responses, improving operational results.

During Phase 1, quarterly advisories were produced on various cyber threats, including remote-access trojans and AI-powered ransomware. These advisories highlighted regional cybercrime developments and offered member countries practical guidance on prevention and detection.

 

ASP Working Group Meetings for Heads of Cybercrime Units

The ASP Working Group Meetings help strengthen cross-border cooperation, disrupt criminal networks, and build public trust in cybersecurity through collective action. The first meeting took place in September 2024 in Manila, Philippines and the second meeting was held in Hanoi, Vietnam in July 2025.

 

Operation Secure 

ASPJOC planned and coordinated Operation SECURE, a crackdown operation targeting infostealer malware, from November 2024 to April 2025. Some 26 countries participated in the operation which resulted in takedown of more than 20,000 malicious IP addresses and domains, the arrest of 30 individuals and seizure of over 100 GB data.

A coordination meeting for this operation was held in February 2025 in Bangkok, Thailand. It was complemented by a Cyber Command Course which strengthened member countries’ ability to effectively lead cybercrime investigations, and a Tabletop Exercise which simulated incidents to improve problem-solving, communication, and coordination among participating countries.

 

Outreach activities

During Phase 1, ASPJOC also actively contributed to cybercrime awareness and outreach to activities to share best practices and address systemic gaps in the fight against cybercrime. Highlights include backing the INTERPOL #ThinkTwice Global Awareness Campaign in 2025,  hosting the first Cyber Aware Webinar for Youth - attended by over 800 participants - and  supporting global initiatives such as the 7th Digital Security Challenge.
