Finland has one national police force, called “Poliisi” in Finnish.  It is part of the Ministry of Interior, with police activities planned, directed and supervised by the National Police Board (NPB).

Each of Finland’s 11 police departments is in charge of public order, security and crime prevention in their respective regions.

Responsible for judicial, social and public order as well as crime prevention and investigations at national level, the Finnish Police works closely with Finland’s Border Guard and Customs for criminal investigations relating to their domains of activity.


With one police officer for every 750 citizens, “Poliisi” has a strength of 10,000 men and women, including 7,300 police officers.


In addition to its 11 local police departments, the Finnish Police includes two law enforcement units with national remit:

  • Finnish Security Intelligence Service;
  • National Bureau of Investigation.

National Bureau of Investigation

Finland’s National Bureau of Investigation (NBI) is responsible for tackling serious international organized crime, coordinating investigations requiring police cooperation beyond Finland’s borders.

The NBI also provides national law enforcement authorities with expert support services such as forensic examination, criminal intelligence and analysis, intelligence gathering, and access to INTERPOL’s secure global police communications network – I-24/7.

The NBI's Criminal Intelligence Division (CID) serves as national contact point for Finnish law enforcement requiring international outreach. It also coordinates the work of Finnish police liaison officers posted abroad.

  • Financial Intelligence Unit;
  • International Affairs;
  • Situation Centre;
  • Special Operations Unit.


The INTERPOL National Central Bureau (NCB) for Finland operates as part of the CID.  Its communications are managed by the CID Communications Centre, the 24/7 platform staffed by 30 officers who coordinate international police data exchange.

Other CID staff who work on INTERPOL matters include:

  • 20 case officers;
  • 10 translators ;
  • Four INTERPOL Security Officers (SO).

The SOs are in charge of technical and security matters relating to INTERPOL’s secure global police network – I-24/7. Three SO’s work at the CID Communications Centre, with the fourth posted to the NPB Information Technology Centre.
