National Police Agency for Japan

Arrest and extradition of international fugitive

Japan’s National Police Agency (NPA) supervises and controls the police activities of 47 Prefectural Police Departments, including the Tokyo Metropolitan Police Department.  The NPA is made up of about 7,800 officials, including 2,100 police officers, 900 Imperial Guards and 4,800 civilians.

The NPA is headed by a Commissioner General who is appointed by the National Public Safety Commission (NPSC) with the approval of the Prime Minister. The NPSC is made up of a Chairman (who holds the rank of Minister of State), and five other members.  It administers the NPA and guarantees the neutrality of the police.

NPA duties include:

  • international crime investigations;
  • criminal identification;
  • dealing with natural disasters, emergencies and civil unrest;
  • imperial guard (protection of the Japanese imperial families);
  • police communications;
  • police inspection;
  • police training;
  • tackling organized crime;
  • vehicle and road administration.

The INTERPOL National Central Bureau for Japan is part of the Organized Crime Department of the NPA’s Crime Investigations Bureau. Made up of seven units, staffed by almost 50 officers and located at the NPA Headquarters, INTERPOL Tokyo is responsible for domestic investigations requiring outreach with law enforcement agencies in INTERPOL member countries.

INTERPOL Tokyo works closely with INTERPOL member countries in locating fugitives and in preventing and investigating transnational crime.  With criminal organizations perpetrating crime on a global scale, INTERPOL Tokyo works with law enforcement across the globe, carrying out regular transnational operations with other member countries.

INTERPOL Tokyo regularly hosts international conferences for the benefit of the INTERPOL community, especially with its partners in Asia and the Pacific.
