La Constitution suisse prévoit que la Confédération et les cantons du pays pourvoient à la sécurité nationale et à la protection de la population dans les limites de leurs compétences respectives. Ils coordonnent leurs efforts en matière de sécurité intérieure. Ce sont les 26 cantons qui contribuent en premier, avec les villes et les communes, à faire respecter l’ordre et la sécurité publics.

L’Office fédéral de la police (fedpol) est l’organe de la Confédération chargé de mettre au jour les faits qui relèvent de la grande criminalité au niveau fédéral et d’en poursuivre les auteurs. Il apporte en outre un soutien à ses partenaires nationaux et internationaux dans l’exécution de leurs tâches de police et s’acquitte des tâches de police de sécurité et administrative à l’échelon fédéral. Fedpol est rattaché au Département fédéral de justice et police (DFJP) au sein de l’administration fédérale.

Organisation

Fedpol emploie environ 900 collaborateurs provenant de tous horizons professionnels. La majorité des collaborateurs sont âgés de 30 à 42 ans. La proportion de femmes, stable depuis des années, est en moyenne de 30 %. Elles sont 12 % à occuper des postes de cadre. Environ 70 % des collaborateurs sont germanophones, 20 % francophones et moins de 10 % italophones. Quelques collaborateurs sont de langue romanche ou d’une autre origine linguistique. L’Office fédéral de la police dispose d’un budget d’environ 230 millions de francs suisses pour mener à bien les tâches clés qui lui sont confiées.

INTERPOL Berne

Fedpol assume la fonction de Bureau central national (B.C.N.) d’INTERPOL pour la Suisse et assure le lien entre les services cantonaux et fédéraux, les autres B.C.N. et le Secrétariat général d’INTERPOL.

Il s’agit en premier lieu de l’échange au niveau international d’informations de police afin de prévenir les actes punissables et d’élucider les infractions commises, d’arrêter les criminels et de retrouver les personnes disparues. En outre, fedpol élabore les bases stratégiques et juridiques dans le but de développer la coopération policière internationale.
