En France, deux directions générales assurent les missions de police :

  • la Police nationale 
  • la Gendarmerie nationale.

En parallèle et en application des pouvoirs de police qui lui sont conférés, chaque maire peut former une police municipale chargée de faire respecter les lois et règlements de police en matière contraventionnelle sur le territoire de la commune.

Formés dans des écoles qui allient théorie et pratique, policiers et gendarmes ont pour mission le maintien de l’ordre public et la recherche des auteurs d’infractions dont la liste figure dans le Code pénal.

La police nationale

« La Police nationale concourt, sur l’ensemble du territoire, à la garantie des libertés et à la défense des institutions de la République, au maintien de la paix et de l’ordre public, et à la protection des personnes et des biens ».

Missions :

  • La lutte contre les violences urbaines, la petite délinquance et l'insécurité routière ;
  • Le contrôle de l'immigration irrégulière et la lutte contre l'emploi des clandestins ;
  • La lutte contre la drogue, la criminalité organisée et la grande délinquance économique et financière ;
  • La protection du pays contre le terrorisme et les atteintes aux intérêts fondamentaux de la nation ;
  • Le maintien de l’ordre public.

La Police nationale est rattachée au ministère de l’Intérieur, de l’Outre-mer, des Collectivités territoriales et de l’Immigration, et ses 120 000 policiers sont des fonctionnaires de l’État. Le Directeur général de la Police nationale a autorité sur les directions et services de police suivants :

  • La Direction centrale de la Sécurité publique (DCSP) ;
  • La Direction centrale des Compagnies républicaines de sécurité (DCCRS) ;
  • La Direction centrale de la Police aux frontières (DCPAF) ;
  • La Direction centrale de la Police judiciaire (DCPJ) ;
  • La Direction centrale du Renseignement intérieur (DCRI) ;
  • La Direction des Ressources et des compétences de la police nationale (DRCPN)
  • Le Service de protection des hautes personnalités (SPHP) ;
  • La Direction de la Coopération internationale (DCI) ;
  • L’Inspection générale de la Police nationale (IGPN) ;
  • L’Unité de recherche, assistance, intervention et dissuasion (RAID).

La gendarmerie nationale

Rattachée, comme la Police nationale, au ministère de l’Intérieur, de l’Outre-mer, des Collectivités territoriales et de l’Immigration, la Gendarmerie nationale est une force armée instituée pour veiller à l’exécution des lois. On compte près de 100 000 gendarmes, au statut militaire.

INTERPOL Paris

Le Bureau Central National (BCN) d'INTERPOL pour la France est situé au sein de la Direction centrale de la Police judiciaire (DCPJ), dont le directeur est également chef du BCN La gestion quotidienne du BCN est confiée à la Division des relations internationales (DRI), également chargée des canaux européens de coopération policière (Europol, Schengen, Prüm).

Environ 75 personnes au total, policiers, mais aussi gendarmes et douaniers, travaillent pour le BCN La plupart sont affectés à la « Section centrale de la coopération opérationnelle de police » (SCCOPOL), point de contact unique national pour les quatre canaux de coopération. Ils réceptionnent, analysent et diffusent les demandes des pays membres d’INTERPOL, ainsi que celles émanant des services français à destination de l’étranger. Plus de 120 000 messages transitent ainsi chaque année par le BCN France. La Division des relations internationales, dont dépend la SCCOPOL, est une structure interministérielle où travaillent ensemble, des personnels de la Police nationale, de la Gendarmerie nationale et des Douanes, ainsi que la mission Justice appartenant au Bureau de l’entraide pénale internationale (BEPI) du ministère de la Justice.

D’autres fonctionnaires travaillent au sein des « Groupes de relations internationales » (GRI) placés directement dans les offices centraux spécialisés de la Police judiciaire, de la Police aux frontières et de la Gendarmerie (criminalité organisée, stupéfiants, traite des êtres humains, grande délinquance financière, cybercriminalité, trafic d’œuvres d’art, filières d’immigration clandestine, délinquance itinérante). Dans ces offices, ils traitent les demandes opérationnelles thématiques d’INTERPOL, directement ou en liaison avec les services territoriaux.

Les demandes d’arrestation provisoire en vue d’extradition, qu’il s’agisse de diffusions ou de notices rouges, sont quant à elles traitées dans leur phase policière par le « Bureau des extraditions » de la DRI. Son travail est facilité par le positionnement au sein de la DRI de la « mission Justice » citée plus haut.
