Police officers involved in international law enforcement matters especially should be aware of the many differences in police and judicial systems in Europe. This information will serve to aid this endeavour and hopefully promote greater efficiency in international police co-operation.

1. Introduction

Top 1.1 Location

The Czech Republic lies in the Central Europe bordered by Germany to the West, by Austria to the South, Slovakia to the East and by Poland to the North.

Top 1.3 Government

The Czech Republic is a Presidental Republic. The legislative power is vested in a bicameral Parliament. The lower Chamber is House of Representatives and the Upper chamber is the Senate.

The president is elected by members of both Chambers for period of five years. The country is divided into 14 regions (including the capital - Prague). Each of the fourteen regions has its own regional assembly.

 

2. Police system

Top 2.1 Law enforcement bodies

The law enforcement bodies in the Czech Republic consist of police force, public prosecutors and in specific cases of customs authorities. Police of the Czech Republic is the only state police force in vthe Czech republic with responsibility for public security and investigation of all crimes. The total number is app. 47.400 police officers with support of 11.600 civilian staff. There are no regional or city police forces with similar tasks, only municipal police wardens responsible for traffic and public order in specific municipalities. However, they have no right to arrest and to investigate.

Top 2.2 Czech Republic - Police Organization Chart

The organization of the Czech Police follows the old administrative allocation of the country (8 regions and 86 districts HQs). As the head of the Czech Police is Police President, who has 3 deputies.

Various units and bodies with countrywide jurisdiction are under his command (such as Rapid Response Unit, Office of Service of Criminal Police and investigation, Unit for Combating Corruption and financial Crime, Organized Crime Unit, National Drug Squad, Unit for Special Technical Tasks, Unit for Special Operational Tasks ).

Directorates of various police services are also attached to the structure of the Czech Police HQ (Policejni prezidium). These are Directorates of Traffic Police, Public Order Police, Service of Administration Tasks, Railway Police, Service of Border and Alien police, Dogs and Horses Division, Air unit and Protection Police.

The next step in the Police organization Chart is represented by 8 Regional HQs (Directorates), each one with own Operational Center, Forensic Laboratory and Logistic and Personnel and Health Departments. The regional HQs compromises of 86 District Police HQs (Directorates). Under direct command of District Police Directorates are the basic chains of police organization - 620 local police stations, 17 Railway Detachments, 25 Patrol Detachments, 13 highway Patrol Detachments and 4 River Patrol Detachments.

Top 2.3 NCB structure

The Czech NCB is a part of International Police Co-operation Division which consists of Europol National Unit, The Sirene Bureau and the Group of international co-operation. The staff of NCB consists of 31 officers and 6 civilian workers.

Top 2.4 International investigations

NCB Prague operates as a central contact point for matters relating to international investigations. If rogatory letter is requested, it could be also send to the NCB Prague, which will forward the documents to the Supreme State Prosecutor Office.

3. Judicial system

Top 3.1 General

The Justice system of the Czech Republic is formed by 86 District Courts, 8 Regional Courts, 2 High Courts and The Supreme Court. The Constitutional Court located in Brno represents the highest Judicial authority in the Czech Republic, however it stays out of the structure of other courts and its main activity is not to deal with criminal cases.

Top 3.2 Prosecution

Prosecution is brought by the State Prosecutor?s Office. The office is completely independent of the courts themselves. The structure of State Prosecutors?s Office completely follows the courts, i.e. there are 86 District Prosecutor?s Offices, 14 Regional SPO, 2 High SPO and The Supreme State Prosecutors Office located in Brno.
