1. Introduction

Top 1.1 Location

The Azerbaijan Republic is a transcaucasian state on the eastern side of the southern Caucasus, bounded to the north by Russia, the northwest by Georgia, the west by Armenia and Turkey and to the south by Iran. The whole eastern border is formed by the Caspian Sea. Baku is the capital of Azerbaijan.

Top 1.3 Government

Azerbaijan is a presidential republic. The President and members of Parliament are elected by direct, universal suffrage.

There are 69 districts, each with its own executive authority and one autonomous republic - Nakhchivan.

 

2. Police system

Top 2.1 Law enforcement bodies

In Azerbaijan, responsibility for protecting persons and property, maintaining public order and law enforcement lies with the police force, public prosecutors and customs authorities.

Top 2.3 NCB structure

The NCB is a department within the Ministry of Internal Affairs. The staff of the NCB consists of 29 police officers and 6 civilians.

Top 2.4 International investigations

International investigations are conducted only on the basis of requests received through Interpol channels and requests for assistance in judicial matters from the countries with which the appropriate conventions have signed.

Top 3.2 Prosecution

Prosecutions are generally handled by the Public Prosecutors. Common law enforcement agencies carry out investigations under the supervision of the Public Prosecutors.

Top 4.3 Liaison officers

The Interpol NCB in Azerbaijan has no liaison officers posted abroad and no foreign liaison officers posted to Azerbaijan.

The only officer representing Azerbaijan abroad is posted to the 'Bureau for the co-ordination of the fight against organized crime on the territory of C.I.S.' located in Moscow.

 

5. Police/Customs co-operation

The police co-operate with the customs authorities in practical activities including criminal data exchange and conducting joint operations.

Customs officers are authorized to conduct preliminary investigations and inquests prior to the institution of a criminal case.
