Approval of Budget 2005
|
The ICPO-Interpol General Assembly, meeting in Cancún from 5 to 8 October
2004 at its 73rd session:
HAVING EXAMINED the 2004 General Assembly Report
AG-2004-RAP-31
entitled '2005 Draft Budget and Information for the period 2006 - 2007',
CONSIDERING that the Executive Committee has very carefully examined the Organization's
needs in order that it may strictly balance its budget and finance its development
priorities in the context of the increasing requirements, in the light of recent
events, of international co-operation,
NOTING that the Executive Committee has taken note of the comments by the Advisory
Group on Financial Matters regarding the various hypotheses put forward, and
the position of the Finance Sub-Committee,
NOTING the documents concerning the management of the Organization's Funds
and the recommendation to transfer balances from the ATSFDC to the General Reserve
Fund and the Capital Investment Fund,
NOTING the Executive Committee has supported the utilization of the Special
Allocations Fund for 2004 and 2005,
RECALLING that the Executive Committee has also taken into consideration the
opinion of the Strategic Development Sub-Committee in order to define the main
guidelines and the priority development projects to be implemented by the Organization,
CONSIDERING that the Executive Committee has unanimously supported the Draft
Budget which will allow the Organization to maintain services, and provide it
with the resources it needs to develop its activities on the priority projects,
APPROVES the 2005 Draft Budget and its appendices as they appear in the above-mentioned
document;
APPROVES the withdrawals from these Funds as shown in
Appendix 4
to Report
AG-2004-RAP-31;
APPROVES the staffing levels and their deployment by programme as shown in
Appendix 9
to Report
AG-2004-RAP-31,
including the conversion and transfer of posts and the resulting increase in
staffing levels;
APPROVES the use of funds received into the Special Allocations Fund from
any Member State to contribute to the costs of the
I-24/7
project, at the request of the Member State concerned;
APPROVES the concepts and projects outlined in paragraphs 7 to 13 of
Appendix 11
(Utilization of the Special Allocations Fund);
APPROVES the expenditure from the Fund for 2004 totalling EUR 570,000 and the
planned expenditure for 2005 shown summarized in Table 1 of Appendix 11;
DECIDES that the amount of statutory contributions to be called up for the
2005 financial year shall be set at EUR 34,980,000, distributed according to
the scale given at
Appendix 7,
based on the Resolution AG-2001-RES-02
approved by the General Assembly at its 70th session in Budapest, which takes
into account the accession of new members;
DECIDES that the specific contributions to finance the budgets of the Sub-Regional
Bureaus shall be called up in conformity with the sums given in
Appendix 8
to Report
AG-2004-RAP-31.
