The Financing of Terrorism
|
HAVING EXAMINED Report AGN/68/RAP/18 entitled the Financing of Terrorism,
BEARING IN MIND the recommendation presented to the Member States of Interpol
by the delegation of Sri Lanka at the 14th Symposium on International Terrorism
at Colombo, Sri Lanka, September 1999,
GUIDED by the purposes and principles of the Constitution of Interpol,
DEEPLY DISTURBED by the escalation of terrorist acts, which are being carried
out worldwide,
STRESSING the need to strengthen further international co-operation between
States and between international organizations and agencies, regional organizations,
and the United Nations as well as through Interpol in order to prevent, combat
and eliminate terrorism in all its forms and manifestations,
RECALLING the Convention on offences and certain other acts committed on board
aircraft, the Convention for the suppression of unlawful seizure of aircraft,
the Convention for the suppression of unlawful acts against the safety of Civil
Aviation, the Convention on the prevention and punishment of crimes against
internationally protected persons including diplomatic agents, the Convention
against the taking of hostages, the Convention on the physical protection of
nuclear material, the Protocol for the suppression of unlawful acts of violence
at airports serving international civil aviation, the Convention for the suppression
of unlawful acts against the safety of maritime Navigation, the Protocol for
the suppression of unlawful acts against the safety of fixed platforms located
on the Continental Shelf, the Convention on the marking of plastic explosives
for the purpose of detection, and the Convention for the suppression of terrorist
bombings,
RECALLING the Declaration on the occasion of the Fiftieth Anniversary of the
United Nations, contained in the General Assembly resolution 50/6 of 24th October
1995,
RECOGNIZING the urgent need to enhance international co-operation to prevent
terrorist financing and to develop appropriate legal instruments,
The Interpol General Assembly, meeting in Seoul from 8th to 12th November 1999
at its 68th session:
AGREES that the fight against international terrorism is one of the main aims
of Interpols action in carrying out its general activities of police co-operation;
STRONGLY CONDEMNS all terrorist acts, methods and practices as criminal and
unjustifiable;
REITERATES that criminal acts intended or calculated to provoke a state of terror
in the general public or in a group of persons or particular persons for political
purposes, cannot be justified under any circumstances, irrespective of considerations
of a political, philosophical, ideological, racial, ethnic, religious or other
nature that may be invoked to justify them;
REITERATES its call upon all Interpol Member States to implement the provisions
of General Assembly resolution AGN/67/RES/12,
known as the "Cairo Declaration against Terrorism", a copy of which
is attached;
REITERATES its call upon all Interpol Member States to adopt further measures
in accordance with the relevant provisions of international law, to prevent
terrorism and to strengthen international co-operation in combating terrorism
and, to that end:
(1) AGAIN CALLS UPON all Interpol Member States to refrain from financing,
encouraging, or otherwise supporting terrorist activities wherever and by
whomsoever committed;
(2) URGES all Interpol Member States which have not yet done so to consider,
as a matter of priority, becoming parties to the relevant conventions and
protocols, including the Convention for the Suppression of Terrorist Bombings,
and calls upon all Member States of Interpol to enact, as appropriate, their
own national laws to permit implementation of the provisions of those conventions
and protocols, to ensure that the perpetrators of terrorist acts can be brought
to trial before their courts and to allow co-operation with, and provide support
and assistance, including that of Interpol, for other States and relevant
international and regional organizations to that end;
(3) DECIDES to support all efforts to adopt the International Convention for
the Suppression of Terrorist Financing at the 54th Session of the United Nations
General Assembly, including the use of Interpol as a channel for the exchange
of information between law enforcement authorities;
(4) RECOMMENDS that the NCBs of Member States facilitate the exchange, between
their appropriate authorities, of information relating to the financing of
terrorism within the framework to be provided by the proposed United Nations
Convention on the Financing of Terrorism.
